711.09 REFUSAL TO GRANT LICENSE; NOTICE.

The City is hereby authorized and empowered to deny for a reasonable cause any application for an amusement or musical device license. The City shall notify the prospective licensee by certified mail, return receipt requested, directed to his last address, of the decision to deny the license.
