Whoever violates any provision of this chapter concerning bicycles or tricycles shall for the first offense be issued a letter of reprimand and, if a minor, a copy of such letter shall also be sent to the parent, parents and/or legal guardian of the minor offender. Any subsequent offense shall be a minor misdemeanor and the court may prohibit such violator from riding a bicycle and/or tricycle for a period not to exceed six months.
