(A) There is hereby created a Park and Recreation Board consisting of five members to be appointed by the Mayor subject to confirmation by Council by a motion adopted by a majority vote of its members. All board members on the effective date of this Charter shall continue their respective terms.
(B) The Park and Recreation Board shall have control of the operation and maintenance of the City's Parks and Recreation programs; provided that the Board and the Park Director appointed pursuant to Division C of this Section shall be subject to the general supervision of the City Manager with respect to the utilization of equipment and personnel of the City and the Board and Director shall be subject to the powers of the Council under this Charter.
(C) The Park Director shall be appointed by the City Manager subject to confirmation by a majority vote of members of Council and the Director may be suspended or removed by the Board, and that action may be appealed to the Council for its final disposition by a majority vote of its members.
