In the event of a vacancy or the temporary absence or disability of the head of any administrative department or division authorized or created pursuant to Section 6.03 of this Charter, the Mayor in the case of police and fire and the City Manager, other than with respect to police and fire and the Finance Director, may appoint an acting head of the department or division until the vacancy is filled or the temporary absence or disability is removed.
