4.11 Zoning Measures
(A)    The Council may determine, by ordinance or resolution, all procedures to be followed by the Council and the Planning and Zoning Commission with respect to zoning within the City and other land use regulations and matters, including but not limited to: public hearings; notices to owners of land; and notices to the general public. Otherwise, the Ohio Revised Code will apply.
(B)    A concurring vote of at least three-fourths of the membership of Council shall be necessary to pass any zoning ordinance or resolution which differs from the written recommendations of the Planning and Zoning Commission, but in no event shall an ordinance or resolution be considered as having passed unless said amendment receives at least a majority vote of the members of Council.
