148.05 PROHIBITED USE OF CREDIT CARDS.
   The following uses of City credit cards are strictly prohibited:
   (a)   Contracted or personal services.
   (b)   Cash advances of any nature.
   (c)   Personal purchases of any kind.
   (d)   Entertainment or alcoholic beverages.
