(a) Upon oral motion Council may if it deems it in the best interest of the City, by a majority of Council approving, expend funds for the purchase of coffee, meals, refreshments, lodging and other amenities.
(b) It is herein recognized that social events and/or educational events for elected City officials, appointed City officials and employees is beneficial to the City in that it promotes interaction of people and ideas necessary for the proper function of City government.
