The purpose of this Exterior Maintenance Code is to establish minimum standards to maintain the exteriors of all buildings in the City and to provide that these buildings are safe, sanitary, do not constitute a blighting influence on the community; to fix responsibilities for owners and occupants of structures that need maintenance; and to provide for the adoption of rules, and to fix responsibilities for owners and occupants of structures that need maintenance; and to provide for the adoption of rules, and to fix penalties for violations thereof.
