(a) The Clerk of Council shall be responsible for maintaining the numbering system.
(b) The Clerk of Council shall keep a record of all numbers assigned under this chapter.
(c) The Clerk of Council shall provide to any property owner in the City, upon request and without charge, the designated number assigned to the property. Such numerals shall be erected at the owner's expense. Additional numbers may be issued in accordance with the official numbering system, wherever a property has been subdivided, a new front entrance opened, or undue hardship has been worked on any owner.
