Nothing contained in these Zoning Regulations shall hinder the construction of a building or prohibit its use where construction has started before the effective date of these Zoning Regulations provided that foundations have been put in place before such effective date of these Zoning Regulations and provided further that such building shall be completed within two years from the date of passage of these Zoning Regulations.
