(a) The Mayor shall be ultimately responsible for the management and productivity of the work force. Responsibility may be shared for operational purposes with properly designated supervisory personnel.
(b) The Mayor shall serve as the appointing authority for members of the work force. All appointments by the Mayor to the work force shall be subject to review and confirmation by Council.

(c) Members of the work force of the City who are employed by Lawrence Township under a joint staffing agreement for the provision of emergency medical and fire services shall not be considered employees of the City during those alternate weeks when staffing is provided by Lawrence Township. Employees of Lawrence Township employed by the City under such an agreement shall be considered City employees during those alternate weeks in which staffing is provided by the City.
