(a) The purpose of this chapter is to set forth policies, rules and regulations which shall constitute the personnel system for the work force of the City. It is the intent of Council that this chapter supplement but not alter any provision of the Ohio Revised Code.
(b) The direction of its employees, including the right to hire, promote, suspend, demote or discharge for just cause, is the prerogative of the City. However, the City pledges to each employee that they will have in mind at all times fairness, security of the City and employee job security. The employee who feels he has not been treated fairly is to express his reasons to his department head.
