139.06 FINANCIAL REQUISITES.
   The fiscal year of the Senior Citizens Commission shall be from October 1, to September 30, of each year. All funds and proceeds received by this body from special grants shall be used only to achieve the goals specified in the grant application or foundation request. Funds can only be used for the purposes stated by the Commission and then only to further the good of the seniors in the community. The Commission shall establish annually the dues for membership in the Center. Funds shall be handled either through the Finance Director or by a separate account requiring two signatures, one of the chairman and one of the treasurer.
