139.02 MEMBERSHIP.
   (a)    The Senior Citizens Commission shall consist of four persons appointed by the Mayor, four persons elected by the members of the Senior Citizens group, and one person elected by the eight Commission members. The membership of the Commission shall comprise a representative cross section of the senior community, business groups and service organizations of Northwest Stark County. Notice of the vacant positions shall be published in a publication of general publications in the area, the senior citizens newsletter, and the City of Canal Fulton Website.
   (b)    The term of office for the Commission members shall be for two years unless otherwise noted in this section. All current members shall serve their full terms. Once a member's current term expires: Two of the members shall be elected for a term serving between January 1, 2012 and December 31, 2013. One member shall be appointed by the Mayor for a term serving between January 1, 2012 and December 31, 2013. Two members shall be elected for a term serving between January 1, 2013 and December 31, 2014. Two members shall be appointed for a term serving between January 1, 2013 and December 31, 2014. One member shall be appointed by the Mayor for a term serving between January 1, 2013 and December 31, 2013 (one year and then this position shall be appointed for two year terms commencing with an appointment for January 1, 2014.
   (c)   Vacancies on the Commission shall be filled by the Mayor with one exception. The ninth Commission member selected by the Commission shall only be filled by a vote of the Commission. All replacements shall fill the unexpired term of the original appointee. If the appointed position was an elected member, the position will be elected at the end of the appointment.
   (d)   The Commissioners may remove a fellow Commissioner by a two-thirds vote of the remaining Commissioners if that Commissioner has three consecutive unexcused absences from regular meetings or six unexcused absences in a year from regular or special meetings, provided that Commissioner was notified of those meetings. Should such action be taken and a vacancy occurs, that vacancy shall be filled by the provisions outlined in subsection (c) above.
