The provisions of this title apply to the construction, site work alteration, equipment, addition, repair, replacement, removal, demolition, location, use, occupancy and maintenance of all buildings and structures, and shall apply to existing or proposed buildings and structures, except as otherwise provided in the village zoning ordinance, or other ordinances or statutes.
