The amendments, modifications, and/or additions, as found in the sections of this title, are hereby made in the provisions in the Illinois vehicle code otherwise herein adopted by reference. To the extent such amendments, modifications and/or additions or any other provisions of this code are inconsistent with the provisions of the Illinois vehicle code herein adopted, the more restrictive and specific regulation shall apply.
