The board of fire and police commissioners shall have charge of all appointments of full time members of the police department, excepting that of the chief of police who shall be appointed by the village president, with the advice and consent of the board of trustees, and said board shall conduct and hold all entrance and promotional examinations in the manner required by its rules and regulations as they may be established from time to time and as required by law. If so designated by the village president, the board may have charge of appointments of part time members of the police department. The board of fire and police commissioners may utilize an intergovernmental cooperative as its agent for the purpose of administering such examinations if authorized to do so by the president and board of trustees.
