All householders, firms and corporations producing garbage, offal, refuse or any form or kind of putrescible waste, are required to remove the waste from their premises and make legal disposition of the waste at least once each week in order that the materials may not be permitted to accumulate and provide a menace to public health. It shall be the responsibility of the householder to remove and have hauled away all discarded items and waste matter not provided for removal by this chapter, including, but not limited to, building materials, hazardous waste and hazardous materials.
