(A) It shall be the duty of every owner, tenant, lessee or occupant of any private dwelling, boarding house, apartment house or other building or structure; and of every other person generating or having garbage, to provide, without expense to the city, appropriate and sufficient water tight containers or receptacles with appropriate bails or handles and tight fitting covers, for the purpose of receiving and holding, without leakage or escape of odors, all the garbage which shall ordinarily accumulate on the premises in one week. The receptacles shall have a capacity of not less than 20 gallons nor more than 30 gallons, or to be a dolly type container approved by the city or its agent.
(B) Residential garbage containers may be placed for collection on the curb in front of the residence house not more than 18 hours before the time prescribed by the city for collection in the respective neighborhoods. Containers for residential collection may be left on the curb overnight but must be removed as soon as possible after collection. In no event shall containers be left in a path or route regularly traveled by pedestrians or vehicles including mail carriers.
(C) Commercial and/or industrial garbage containers shall be "dumpsters" or like containers (to be approved by the city or its agent) and shall be provided without expense to the city by the customer.
(D) Commercial and/or industrial users of the service shall place the garbage receptacle or receptacles at locations on the user's property with easy access to the garbage vehicles. The city or its agent shall have the approval right of the site selected.
