§ 51.02 COLLECTION AND DISPOSAL COMPULSORY.
   The collection, removal and disposal of all garbage, offal, refuse, rubbish, waste matter and commercial or industrial garbage or waste is hereby declared to be compulsory and universal within the corporate limits of the city and shall be regulated by the terms of this chapter.
