§ 51.01 DEFINITIONS.
   For the purposes of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BAGS. Plastic sacks designed for refuse with sufficient wall strength to maintain physical integrity when lifted by top or scavenged by small animals (dogs, cats, raccoons and the like); securely tied at the top for collection, with a capacity not to exceed 30 gallons and a loaded weight not to exceed 50 pounds.
   BULKY WASTE. A large appliance, piece of furniture or waste material from a residential source other than construction debris or hazardous waste, with a weight or volume greater than that allowed for containers or bundles yet small and lightweight enough that two men can load it into a truck.
   BUNDLE. Yard and garden trimmings or newspapers and magazines securely tied together forming an easily handled package not exceeding 40 inches in length, 30 inches in diameter or 50 pounds in weight.
   COMMERCIAL SOLID WASTE. All types of solid waste generated by stores, offices, restaurants, warehouses and other service and non-manufacturing activities, excluding household and industrial solid waste. For the purposes of this contract, asbestos and petroleum contaminated soils are excluded from the definition of COMMERCIAL SOLID WASTE. Construction and demolition debris waste and solid waste generated by institutions such as schools, churches, universities and hospitals are included in the definition of COMMERCIAL SOLID WASTE. The city reserves the right to classify apartments of three or more units as COMMERCIAL SOLID WASTE sources whereby the contractor would be responsible for the collection and disposal of their commercial solid waste as per the terms of this contract.
   GARBAGE, OFFAL or OTHER REFUSE MATTER. Every accumulation of animal, vegetable and other matter that attends or is incident to the preparation, consumption, decay or dealing in or storage of meats, fish, fowl, birds, fruits, vegetables and all other forms of food, and includes WET GARBAGE, but does not include WASTE MATTER as herein defined.
   HAZARDOUS WASTE and HAZARDOUS MATERIALS. Hazardous waste and/or materials as defined by the state and/or federal department of natural resources and environmental protection or other governmental agency vested with responsibility of environmental protection.
   HOUSEHOLD (RESIDENTIAL) SOLID WASTE. Solid waste including garbage and trash generated by single- and multiple-family residences.
   INDUSTRIAL SOLID WASTE. All types of solid waste generated by manufacturing activities, excluding household and commercial solid waste.
   OFFAL. See GARBAGE, OFFAL OR OTHER REFUSE MATTER.
   REFUSE MATTER. See GARBAGE, OFFAL AND OTHER REFUSE MATTER.
   RUBBISH and TRASH. Leaves, grass cuttings, wood chips, shavings, sawdust, woodenware, paper, cardboard, straw, discarded clothing and all other combustible matter not included in this chapter under the terms GARBAGE, OFFAL AND OTHER REFUSE MATTER.
   WASTE MATTER. Natural soil, earth, sand, clay, gravel, manure, stones, bricks, brickbats, plaster, Portland cement, crockery, greenware, glass, glassware, ashes, cinders, shells, metals and all other noncombustible materials.
   WET GARBAGE. Kitchen and table refuse and offal, swill and every accumulation of animal, vegetable and other matter that attends or is incident to the preparation, consumption, decay or dealing in storage of meats, fish, fowl, birds, fruits, vegetables or other food.
