The schedule of rates and charges shall be revised from time to time, and whenever required, shall be increased so as to produce income and revenues from the combined and consolidated municipal waterworks and sewer system, adequate to comply with the covenants and agreements as may be made by the city in connection with the financing of the construction of the extensions, additions and improvements to the system.
