§ 50.03 ALL CUSTOMERS METERED; NO FREE SERVICE.
   It shall be mandatory for all customers of the combined and consolidated municipal water and sewer system to be metered. No one shall receive or be entitled to free water or sewer service or to any like service without paying the full rates herein specified.
