The laws of the Commonwealth of Kentucky shall apply to this chapter. This chapter shall apply to all water entering the storm drain system generated on any developed and undeveloped lands within the jurisdiction of the city unless explicitly exempted by an authorized enforcement agency. This chapter is applicable to all new development and redevelopment activities resulting in the disturbance of 3,400 square feet or more of land including disturbance of less than 3,400 square feet if development is part of a larger common plan.
