The purpose of this chapter is to provide for the health, safety and general welfare of the citizens of the city and prevent damage to the environment through the regulation of stormwater runoff at construction sites, the control of non-stormwater discharges to the storm drain system and the management of stormwater discharges from new development and redevelopment projects.
