§ 31.35 AUTHORITY ESTABLISHED; SHORT TITLE.
   (A)   Franchise granted. The city has granted a cable television franchise to operate a cable television system within the city.
   (B)   Authority established. The Council for the city wishes to establish a governing Authority to ensure compliance with the provisions of the franchise agreement. It is hereby ordained by the City Council that the Cable Communications Authority shall be established.
   (C)   Short title. The Authority shall be known as the "Campbellsville Cable Communications Authority".
   (D)   Membership. The membership of the Authority shall consist of seven members of which four shall be residents of the city and three shall be members of the Council. All members shall be appointed by the Mayor and approved by the Council.
      (1)   Each resident member shall serve a term of four years; provided, however, that appointments to the first Authority shall be for one-, two-, three- and four-year terms, respectively. Members from the Council shall be appointed annually.
      (2)   Any vacancy in the office shall be filled by appointment of the Mayor with approval of Council for the remainder of the term. No employee or person with any ownership interest in any cable television franchise granted pursuant to ordinance shall be eligible for membership on the Authority.
      (3)   The Mayor, or his or her authorized representatives, may serve as an ex-officio non-voting member of the Authority. The Authority shall annually select from among its number a Chairperson who shall preside over the meetings.
