Whenever a nuisance is found to exist within the city or within the city's extraterritorial jurisdiction, the City Inspector, Code Enforcement Officer or some other duly designed officer of the city shall give five days' written notice to the owner or occupant of the property upon which the nuisance exists or upon the person causing or maintaining the nuisance.
