§ 91.06 COMPLAINT PROCEDURES.
   (A)   Any person who feels he or she has been a victim of discrimination on the basis of race, religion, color, national origin, sex, age, HIV-positive persons, or disability under federal, state or local enactments, or the city policy governing the conditions of housing may file a complaint.
      (1)   Discrimination may be found in practices pertaining to purchasing, renting, placement, movement and selection of safe and decent housing.
      (2)   The closing part has a number of options:
         (a)   Present complaint directly to the Council;
         (b)   File a formal charge with the Campbellsville-Taylor County Commission on Human Rights;
         (c)   File a formal charge with the citizens' advisory committee on prevention of housing discrimination;
         (d)   File a formal charge with the department of housing and urban development;
         (e)   File a private suit (after statutory requirements are met); or
         (f)   File a complaint with other appropriate federal or state agencies.
   (B)   Complaints filed with the Council will be investigated and determinations made as to cause or lack of cause. An attempt at conciliation will be made that is just and equitable. If no clear and definite decision is possible, the matter may be taken to an outside authority.
   (C)   It should be clearly understood by every person in the city that no person is required or forced to file a complaint with the Council. Persons electing to do so will be advised of their rights to redress through other local, state and federal enforcement agencies.
