(A) The city will conduct a study to determine the composition and utilization of its housing to ascertain in which areas, if any, that women heads of household and members of minority groups are concentrated and are being discriminated against in efforts to obtain safe and decent housing.
(B) An update to the housing composition study will be conducted each year to prevent any further discrimination in housing within the area.
