(A) It is the objective of the city through the use of the fair housing policy to promote equal housing opportunity, to prohibit discrimination in housing because of race, color, religion, national origin, sex, age, HIV-positive persons, or disability and to bring about a fair representation and utilization of minority and women heads of household in all levels and in all phases of obtaining safe and decent housing.
(B) The policy will ensure every person regardless of race, color, religion, national origin, sex, age or disability equal opportunity with respect to terms and conditions of acquiring suitable living quarters, access to all types of assistance offered by local units of government and participation in all local government programs that will provide an opportunity for both lateral movement and advancement in housing.
