Public notice, as required by the laws of the State of Ohio, or by this Charter, or by resolution or ordinance, shall be given resolutions and ordinances by publication of their title and the summary of the resolutions or ordinances once in a newspaper determined by Council to be of general circulation within the City, and such publication shall contain a statement that a copy of the resolution or ordinance is available for inspection at the office of the Clerk of Council, Campbell, Ohio.
