SECTION 2.10 EMERGENCY ORDINANCES.
   When necessary for the preservation of the public peace, health, welfare or safety, the Council, by an affirmative vote of at least one less than the number of its total membership, may adopt an emergency ordinance which shall set forth and define the specific facts necessitating the emergency. Emergency is defined as a sudden or unexpected occurrence, or combination of occurrences, which result in the dire necessity for immediate action. Such emergency ordinances shall require no public hearing and shall take effect at the time indicated therein. Emergency ordinances shall be published as other ordinances after passage.
