SECTION 2.06 MEETINGS OF COUNCIL.
   In each calendar month, excepting July and August, the Council shall hold at least two (2) regular meetings, the day and place of which shall be prescribed by ordinance. All such meetings of Council shall begin promptly at 7:30 p.m. A majority of the members elected shall constitute a quorum to do business, but a lesser number may adjourn by majority vote from day to day and compel the attendance of absent members in such manner and under such penalties as may be prescribed by ordinance or resolution.
   Special meetings may be call by the Mayor or any three (3) members of Council. There shall be given at least twenty-four (24) hours notice in writing of such special meeting, served personally on each member of Council or at his usual place of residence. Such notice shall state the subject or subjects to be considered at the meeting and no other subject shall there be considered.
   All meetings of Council, whether regular or special, or of its committees shall be open to the public and any citizen shall have access to the minutes and the records thereof at all reasonable hours. In adopting its own rules and regulations, Council shall provide for a minimum of 15 minutes following the conclusion of all its business, and immediately prior to adjournment, wherein any group or person attending any regular or special meeting shall be permitted to speak on any matter, past or present, pertinent to municipal affairs. The presiding officer may limit any speaker to a five (5) minute time period.
   The Council shall require the Clerk of Council to provide a minimum of thirty (30) copies of the agenda and ordinances and resolutions to be considered at each meeting for the public in attendance. Such copies shall be made available at a suitable location for pick-up by any person desiring to inform himself about Council's actions.
