The Council President, or in his absence, the President Pro-Tem, shall preside at all meetings of Council. The President Pro-Tem, shall be elected by a majority vote of Council at its organizational meeting. The Council President, by virtue of holding such office, shall not be deprived of his power or rights nor be relieved of any of his duties or obligations as a voting member of Council.
A Clerk of Council shall be appointed by, and may be removed by, the Council. The Clerk shall keep an accurate and complete journal of all proceedings of Council, authenticate by his/her signature and have custody of all laws, ordinances and resolutions by Council, have custody of all official documents, reports, communications and files of Council, and perform such other duties as Council may require.
