The City shall have all powers of local self-government and home-rule and all powers possible for a city to have under the Constitution of the State of Ohio together with all powers that now or hereafter may be granted to municipal corporations by the laws of the State of Ohio . All such powers, whether expressed or implied, shall be provided by ordinance or resolution of the Council, and when not prescribed in this Charter or provided by ordinance or resolution of Council, then such powers shall be exercised in the manner provided by the general laws of the State of Ohio.
