No person shall harbor or keep in or upon a residential property more than four (4) dogs or four (4) cats at any one time, except a duly licensed veterinarian or animal hospital. This section shall not be construed to apply to those situations where a female dog or female cat gives birth to a litter of young. In such a event, the owner, harborer, or keeper shall be given reasonable time, not to exceed six months, in which to dispose of a sufficient number of the young so as to bring the total number of animals harbored or kept to the prescribed maximum.
