311.04  TRAFFIC DIRECTION WHEN ROADS BLOCKED BY UTILITY COMPANIES OR EXCAVATIONS.
   (a)   Whenever the Police Department deems it necessary to direct vehicular traffic on the following streets in the City of Campbell: Wilson Avenue, Coitsville Road, Struthers-Liberty Road, State Route 616, 12th Street, and 6th Street, by reason of any utility company or excavation on or nearby said affected streets, or any construction or work of any type necessitating the blocking or closing of any street, wholly or partially, the person causing such work to be performed shall notify the City of Campbell Police Department that said work is to be performed and must hire uniformed patrolmen of the City of Campbell in order to direct traffic and protect the safety of the citizens of Campbell.
   (b)   The Police Department shall notify the Fire Chief or a member of his department that said street is to be blocked, partially or wholly.
   (c)   Failure to abide by this section on the part of anyone performing this type of work shall be deemed a misdemeanor and for the first offense shall be punishable by a fine of fifty dollars ($50.00) and costs and for a second offense by a fine of one hundred dollars ($100.00) and costs and ten days in jail.
