307.01  AUTOMATED RED LIGHT AND SPEEDING SYSTEM/CIVIL VIOLATION.
   (a)   Notwithstanding any other provision of the Traffic Code, the City of Campbell hereby adopts a civil enforcement system for red light and speeding camera system violations as outlined in this chapter.  Said system imposes monetary liability on the owner of a vehicle for failure of an operator thereof to comply with traffic control indications in the City in accordance with the provisions of this chapter.
   (b)   The Police Department, and Law Director, shall be responsible for administering the automated Red Light and Speeding System.  Specifically, the Police Department as well as trained technicians who may be Police Officers, Police Department employees, or other trained technicians who are not employees of the City, shall be empowered to install and operate red light and speeding camera systems within the City.  The Police Department shall maintain a list of system locations where red light and speeding camera systems are installed.  Said Department will make the determination as to which location will be utilized.
   (c)   Any citation for automated red light and speeding system violation pursuant to this chapter, known as a “Notice of Liability” shall:
      (1)   Be processed by officials or agents of the City of Campbell;
      (2)   Be forwarded by first-class mail or personal service to the vehicle’s registered owner’s address as given on the State’s motor vehicle registration.
      (3)   Clearly state the manner in which the violation may be appealed.
