1311.03  MINIMUM STANDARDS FOR LIGHT, VENTILATION AND HEATING.
   No person shall occupy as owner or permit another to occupy any dwelling or dwelling unit, for the purpose of living therein which does not comply with the following requirements:
   (a)   Every habitable room shall contain a window or windows, opening directly to the outside air and facing a street, yard or other open space that meets the requirements of the Zoning Ordinance.  The total area of such window or windows shall not be less than fifteen percent (15%) of the floor area of such room.  All window sash shall be glazed and provided with suitable hardware and shall be made to open to the extent of not less than five percent (5%) of the floor area of such room unless an approved mechanical ventilating system is installed.
   (b)   Every bathroom and water closet compartment shall comply with the light and ventilation requirements for habitable rooms contained in this section, except that no window shall be required in adequately ventilated and lighted bathrooms and water closet compartments equipped with an approved mechanical ventilation system.
   (c)   Every dwelling shall have heating facilities which are properly installed, meet the requirements of the Building Code, are maintained in safe and good working condition, and are capable of safely and adequately heating all habitable rooms, bathrooms, and water closet compartments in every dwelling unit located therein to a temperature of at least 70 degrees F. at a distance three feet above floor level when the outdoor temperature is at 0 degrees F.
   (d)   Every dwelling unit shall be equipped with proper size service equipment and with electrical convenience outlets or ceiling fixtures that meet the requirements of the Building Code as to number, location and installation and shall be maintained in good and safe working condition.  Any installed fixed equipment shall meet the requirements of the Building Code and shall be maintained in safe and good working condition.
   (e)   In a multiple dwelling every hall and stairway serving five or more dwelling units shall be adequately lighted at all times.  Every hall and stairway serving not more than four dwelling units shall have conveniently located switches, controlling an adequate lighting system which may be turned on when needed.
   (f)   Every dwelling unit shall be equipped with window and door screens where deemed necessary by the Director of Administration or his designee.
   (g)   Every basement window used or intended to be used for ventilation, and every other opening to a basement which might provide an entry for rodents, shall have a screen or other device that will effectively prevent their entrance.
