1311.01  DEFINITIONS.
   The following definitions shall apply in the interpretation and enforcement of this chapter:
   (a)   “Dwelling” means any building which is wholly or partly used or intended to be used for living or sleeping by human occupants.
   (b)   “Dwelling unit” means any room or group of rooms located within a dwelling and forming a single habitable unit with facilities which are used or intended to be used for living, sleeping, cooking and eating.
   (c)   “Habitable room” means a room used or intended to be used for living, sleeping, cooking or eating, excluding bathrooms, water closet compartments, laundries, pantries, foyers or corridors, closets and storage spaces.
   (d)   “Director of Administration” means the legally designated health authority of the City of Campbell, or his authorized representative.
   (e)   “Multiple dwelling” means any dwelling containing more than one dwelling unit.
   (f)   “Occupant” means any person who, over 1 year of age, living, sleeping, cooking or eating in a dwelling unit or rooming unit.  For the purpose of this Code any child between the ages of 1 and 12 shall be counted as ½ occupant.
   (g)   “Owner” means any person who, alone or jointly with others, has legal title to any dwelling or dwelling unit; or has charge, care, or control of any dwelling or dwelling unit; as owner, agent of the owner, landlord, or as executor, administrator, trustee, or guardian of the estate of the owner.
   (h)   “Rooming unit” means any room or group of rooms forming a single habitable unit or intended to be used for living and sleeping, but not for cooking or eating purposes.
   (i)   “Rooming house” means any dwelling or that part of any dwelling containing one or more rooming units, in which space is let by the owner or operator to three or more persons who are not closely related to the owner or operator by marriage, adoption or blood.
   (j)   “Structure” means that which is built or constructed.
   (k)   “Building” (existing) means any structure erected prior to adoption of this chapter, or one for which a legal building permit has been issued.  A structure used or intended for supporting or sheltering any use or occupancy.
