979.07  CLASSIFICATION OF PROPERTY FOR PURPOSES OF  DETERMINATION OF THE STORMWATER MANAGEMENT FEE.
   (a)    For purposes of determining the Stormwater Management Fee, all properties in the City are classified into one of the following classes:
      (1)    Single Family Residential Property
      (2)    Duplex Property
      (3)    Multi-Family Property
      (4)    Other Developed Property
      (5)    Industrial Property
   (b)    Single Family Residential Fee. The Council finds that the intensity of development of most parcels of real property in the City classified as single family residential is similar and that it would be excessively and unnecessarily expensive to determine precisely the square footage of the improvements (such as buildings, structure, and other impervious area) on each such parcel. Therefore, all single family residential properties in the City shall be charged a flat Stormwater Management Fee, of $3.00 (three dollars) per month equal the base rate, regardless of the size of the parcel or the improvements.
   (c)    Duplex Property Fee. For the same reasons as stated in subsection (b) the fee charged shall be $3.00 per unit, per month.
   (d)    Multi-Family Property. For the same reasons as stated in subsection (b) the fee charged shall be $1.50 per dwelling unit, per month, which is equivalent to fifty percent (50%,) of the single family residential fee.
   (e)    Other developed property for the same reasons stated in subsection (b) shall be charged a flat fee equal to five times the rate charged to single family residential fee of $15.00 (fifteen dollars).
   (f)   The Industrial rate 25 times the base rate $75.00 (seventy-five dollars).
