(a) Campbell City Council finds that all real property in the City contributes to runoff and either uses or benefits from the maintenance of the stormwater system. Therefore, except as otherwise provided in this Section, all real property in the City, including property that is tax exempt from property tax by the State of Ohio Department of Assessments & Taxation.
(b) Property which is owned by the City shall be exempt from the Fee.
(c) Underdeveloped Property shall be exempt from the fee.
