No elected officer and no employee of the City shall solicit or coerce contributions of money or services from any person in the employ of the City for use in the promoting the nomination or election of any candidate for municipal office.
No person in the classified employ of the City shall take an active part in securing, or contributing money toward, the nomination or election of any candidate for an elective office of the City of Campbell. This does not deprive the classified employee of his right to vote or to discuss privately his opinions or viewpoints.
