All users contributing more than 100,000 gallons per month to the City's wastewater treatment works and whose waste strength is greater than 200mg/l of BOD or 200 g/l of SS shall prepare and file with the City a report that shall include pertinent data relating to their wastewater characteristics, including the methods of sampling and measurement to obtain this data, and this data shall be used by the City to calculate the user charge for that user. The City shall have the right to gain access to the user's waste stream and take its own samples. Should the City do so and should the test results be substantially different as determined by the City from the data submitted by the user, the user charge for that user shall be revised by the City for the next billing period.
