929.04  RATES AND CHARGES BASED ON THE SURCHARGE METHOD.
   (a)   Beginning on and after January 1, 1988 each user shall pay the following Monthly User Charges for the services provided by the City of Campbell, Ohio based on his use of the wastewater treatment works as determined by water meter readings acceptable to the City of Campbell, Ohio.
   (b)   For senior citizen users, monthly user charges will be based on actual water usage. Each senior citizen user shall pay a user charge rate for operation and maintenance including replacement of $1.97 per 1000 gallons of water.  (Ord. 86-8090.  Passed 2-19-86.)
   (c)   For residential, industrial, institutional, governmental and commercial users, monthly users’ charges will be based on actual water usage and the debt service charges will be a flat rate per unit.  If a residential, commercial, institutional, or industrial user has a consumption use of water, or, in some other manner, uses water which is not discharged into the wastewater collection system, the sewer service charge for the contributor may be based on readings of a wastewater meter(s) or separate water meter(s) installed and maintained at the user’s expense.  Each user will pay for a user charge rate for the operation and maintenance including replacement of five dollars ($5.00) per 1,000 gallons of water plus a debt service charge of fourteen dollars ($14.00) per residence.  (Ord. 97-9021.  Passed 2-5-97.)
   (d)   For those users whose wastewater has a greater strength than normal domestic sewage, a surcharge in addition to the normal user charge will be collected. The calculated surcharge for operation and maintenance including replacement is:
            $0.24 per pound BOD.
            $0.19 per pound SS.
   (e)   Any user which discharges any toxic pollutants (as defined in the Sewer Use Ordinance) which cause an increase in the City's cost for managing the effluent or the sludge from the City's wastewater treatment works, or any user which discharges any substance which singly or by interaction with other substances causes identifiable increases in the cost of operation, maintenance or replacement of the treatment works, shall pay for such increased costs. The charge to each such user shall be as determined by the City of Campbell, Ohio.
   (f)   The user charge rates established in this article apply to all users of the City's wastewater treatment works.
