(a) Driveway Approaches, Curb Cuts; Construction Specifications. All driveway approach construction and curb-out constructions shall henceforth be made and constructed in accordance with the City Engineer’s plans and specifications. The plans and specifications of the City Engineer shall apply only where the street and curb grades are already determined and actually constructed, or to be constructed, at the time the curb cut or driveway approach is put in.
(b) Building Inspector to Attach Copy of Specifications to Permit. The Building Inspector shall henceforth attach a copy of said plans and specifications to each building permit issued by him in the City.
(c) Notice to the Director of Administration of Construction, Inspection. The owner, builder or contractor making a curb-cut or constructing a driveway approach in the City, shall inform the Director of Administration, who shall thereupon inspect the project, after the forms are in place and before the concrete is poured.
(d) Driveway Permit, Fee. No person shall make or construct any driveway or entrance from any public street or alley of the City across and over any sidewalk or curb upon any such street or alley, and to any private property bounding or abutting on any such street or alley, without first obtaining from the Director of Administration a permit so to do for which a fee of one dollar ($1.00) shall be paid to said Director and by him deposited with the Director of Finance. All permits herein provided for shall become null and void ninety days from the date of the issuance, and any money paid therefor shall in no case be refunded unless such permit is not used and is returned within ninety days after the date of issuance.
(e) Construction Requirements. No person shall make or construct any side drive or entrance over or across any sidewalk from any street or alley of the City in or to any private property, as provided in subsection (d) hereof, which is not in conformity with the general plans and specifications governing the making and construction of such entrances and side drives on file in the office of the Director of Administration, and not in accordance with the specific orders and directions of said Director, under whose supervision and control such entrances and side drives shall be made.
