901.03  EXPENDITURES; DEPOSITS.
   (a)   Funds for Curbs, Gutters and Walks. 
      (1)   The price paid contractors for curbs, alley crossings, and corner blocks shall be determined by the street committee of the Council and by the Director of Administration.  The basis of such payment shall be the amount of work involved.
      (2)   Pursuant to the Ohio Revised Code, jobs of a sizeable endeavor will require competitive bids.
   (b)   Deposit for Digging Streets.
      (1)   No person shall dig up any portion of the streets or alley ways in the City for any purpose, unless permission is obtained from the Service Director and a deposit is made with the Director of Finance of not less than the following:
 
All T-35 or asphaltic concrete paved streets
$125.00
All sealed streets and alleys   
  50.00
All unsealed alleys, etc.
  25.00
      (2)   All of the above deposits shall cover an opening of not more than ten feet in length and two feet in width.  For increments larger, the following amounts shall be added:
 
All T-35 or asphaltic concrete paved streets
$2.25 per ft.
All sealed streets and alleys
1.50 per ft.
All unsealed alleys, etc.
.75 per ft.
   (c)   Purpose and Terms of Deposit.  These deposits are all predicated upon the assumption that the City would be required to remove debris and make a satisfactory repair to the excavations in order to properly restore the street or other public thoroughfare to at least as good a condition as it was prior to the opening, however, if the property owner or consumer doing utility installation, should choose to restore the surface over the excavation, then the major portion would be unencumbered by the City.  All deposits will be held until a sufficient length of time has passed as to be assured that the final repair is durable and acceptable inspection to this effect shall be by the general superintendent of maintenance, through the office of the Director of Administration.
   (d)   Servicing of Sewer Installations.  All sewer installations are to be serviced by the Water and Light Department of the City, when tile is furnished by the City for such installations; and the sewer shall be kept properly cleaned and flushed.
