(a) Obstruction of Streets. No person shall obstruct or encumber by fences, buildings, structures, or otherwise, a public ground, highway, street, or alley of the municipal corporation.

(b) Fires in Streets Prohibited. No person shall build, make, cause, assist the same to be done, or suffer the same to be done, any fire or bonfire upon the surface of any street, alley or other public place within the corporate limits of the City without the express written consent of the Director of Administration.
