(Provided the owner resides outside of Mahoning or Trumbull County), the responsible local agent shall be a person or representative of a corporation, partnership, firm, joint venture, trust, association, organization or other entity, and shall be designated by the owner as a responsible agent, who shall reside in Mahoning or Trumbull County, for operating such premises in compliance with all provisions of these Codified Ordinances. All official notices of the City may be issued to the responsible local agent, and may notice so issued shall be deemed to have been issued upon the owner of record.
