SECTION 4.11 CIVIL SERVICE. 
   All of the provisions of the Constitution and general law of Ohio relative to Municipal Civil Service are hereby adopted and made a part of this Charter except for the following provisions: 
   All appointments to the Civil Service Commission shall be made in the following manner: for the term commencing January 1, 1988, the Mayor shall make the appointment. Thereafter, every two years, appointments to the Civil Service Commission shall be made alternately by the majority vote of Council,  and by appointment of the Mayor. The term of office for all members shall be six (6) years. If a vacancy occurs on the Commission, the vacancy shall be filled by appointment for the unexpired term, by the elected official or body that originally made the appointment. 
   All Civil Service examinations for appointment or promotion shall be prepared, administered, graded, and the results certified by a university within the State of Ohio, a professional examiner or a professional testing agency. No more than two persons shall be certified as eligible for a single appointment or promotion. No more than two persons more than the number to be appointed or promoted shall be certified if two or more appointments or promotions are to be made at one time. The Mayor shall name the appointments or promotions from the certified eligibility lists. 
   Only full time police and fire personnel and other full time City employees designated by Council shall be covered by Civil Service provisions, except as otherwise specified in this Charter.
   The mandatory retirement age for employees in the classified service of the City shall be seventy (70) years of age. 
   Effective upon the date of date of passage of this Amendment to the Charter of the City of Campbell, and all persons receiving an original appointment to a position with the classified service of the City, whether police, fire or nonsafety personnel, shall within one (1) year of that date of appointment, as a condition and term of the continuation of that employment, establish legal and permanent residence within the geographic boundaries of the City of Campbell. The failure of an employee in the classified service of the City to establish legal and permanent residency within the geographic boundaries of the City of Campbell within the time period stated herein; or the failure of an employee in the classified service of the City to maintain legal and permanent residency within the geographic boundaries of the City of Campbell during the term of the employment, shall be cause for discipline of that employee including, but not limited to, termination of that employment.
